The city, its residents as well as its intergovernmental partners desire to assess existing conditions of community assets, and evaluate and execute strategic pathways, funding and finance options, as well as needs in the city and community to plan for, and to serve the retention, growth, and long- term conditions to best serve the Whiteman Air Force Base. The Board of Aldermen and Residents of Knob Noster wish to evaluate opportunities for the men and women of service at Whiteman Air Force Base and their families for community place making, quality of life, modern local housing options, parks, recreational facilities development, pedestrian facilities, mot orized and non-motorized transportation improvements, retail and commercial services, as well as our local educational needs while the armed forces access the future of the base. Other areas include but not limited to short term and long-term infrastructure planning, design funding and improvements (water, sewer, transportation, parks, storm water, etc. ), existing business growth, as well as new business and job growth for our community while keeping the water, and sewer rates affordable for the city rate payers. The selected team may be asked to provide including but not limited to engineering and or technical reports, legal assessments, Funding and finance feasibility, design, bidding, government relations, Community outreach and engagement, as well as innovative methods to bid , design and deliver project solutions. Team qualifications shall be submitted to the Knob Noster City Hall. Attn: Cameron J. The specialized experience and technical competence of the firm with respect to the type of services required or related work 2. The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project 3. The past record of performance of the firm with respect to such factors as cost control, quality of work, and the ability to meet schedules 4. The firm’s proximity to and familiarity with the area in which the project is located as well as ongoing and/or past experiences with Armed services base needs 5. References from previous clients of related work 6. Experience with administration and assistance with funding sources available to municipalities or other eligible community entities, in the State of Missouri, and or from the federal government sources as well as development of new funding programs which might serve the needs of Knob Noster taxpayers while serving the Whiteman Air Force Base 7. If the submittal includes a master developer and a consultant team, the submittal shall include the above pertinent information for each consultant. A team will be selected based on the above qualifications. Selection may be made based on submittals alone or a subsequent interviewing process of the best applicants at the discretion of the City of Knob Noster Board of Aldermen. Once the most qualified team is selected, an initial discovery and /or preliminary phase agreement will be negotiated. The City of Knob Noster, Missouri requests qualifications for master services and
