Download RFP for By Mail Election ServicesDownload *ADDENDUM* to RFP for By Mail Election Services (10/10/2025) All ballots that are printed must meet Election Systems and Software (ES&S) requirements. All envelope sets must meet USPS, State of Utah and Washington County requirements. All bid proposals shall be submitted electronically. Please email an electronic version of your proposal with the subject line “Elections RFP – By Mail Election Services” to: Genna Goodwin, Chief Deputy Clerkgenna.goodwin@washco.utah.govSubject: Elections RFP – By Mail Election Services Submittals must be received by 5:00 PM (MST) on or before November 7, 2025. All proposals shall be the property of the County and will become public record. If a bid proposal submission is received after this deadline, it will not be considered and will be rejected without any further action by the County. Prior to the submission deadline, Washington County may amend or clarify the RFP in the case of any discrepancies or omissions. Any change will be posted as a formal written addendum on the Washington County website. In the event of a revision to the RFP after the closing date, candidates will have an opportunity to refine, submit or resubmit their proposals. QUESTION: For key personnel resumes, is the County requesting a description of experience 
or the personal resume files of staff members?  
ANSWER: Either submission is acceptable.  Descriptions of experience will be sufficient.  
 
QUESTION: For samples, would the County prefer digital samples, physical samples, or both?  
ANSWER : Either digital or physical samples are acceptable.  Digital samples are sufficient.  
 
QUESTION: What quantities are anticipated for upcoming elections?  
ANSWER: For the November 2025 election, we anticipate a quantity of 127,000.  
 
QUESTION: What are expected quantities for each ballot style?  
ANSWER: Washington County treats each precinct as a separate ballot style.  Quantities per 
ballot style range from 3 to 1200.  
 
QUESTION: What quantities are needed for text decks?   
ANSWER: Test decks are between 500 to 2000  ballots.   
 
QUESTION: Is there a description of the Informational Insert – size, paper, colors, etc.?  
ANSWER: Information inserts half sheet double sided on regular white paper with up to 5 ink 
colors.  
 
QUESTION: Is there a supplied fee schedule we should use?  
ANSWER: No

ANSWER: Washington County expects to award in February or March to prepare for the June 
2026 primary.

election officer’s USPS area distribution center.  Washington County ballots may be mailed 
from a location in Utah or the Las Vegas, Nevada post office.
