The Government’s responses are provided below for clarification purposes. These responses do not modify the solicitation unless expressly stated in a formal amendment issued by the Contracting O(cid:431)icer. The Government will not accept additional questions regarding this solicitation. O(cid:431)erors shall rely on the solicitation and the clarifications provided in this document when preparing quotations. QUESTION GOVERNMENT RESPONSE 1. Page 1 of the RFQ/Solicitation states due 02/25/2026, will BEP be correcting this? Yes. Page 1, Box 10 of the solicitation should reflect 03/16/2026 at 11:00 AM EST. Per SF-30 Amendment 2031ZA-26-Q-00043-00001, the final closing date for receipt of quotations is 03/18/2026 at 12:00 AM EST. 2. Is there an incumbent service supplier? Yes. The current contractor performing similar services is Millennium UPS LLC, Fontana, CA. 3. Are there any pre-existing conditions within the UPS systems and/or battery banks? 4. The RFQ states to perform two services per year. How often will BEP require billing to be submitted? 5. Attachment 2 (Monthly Workforce Report): Services are performed on a semi-annual basis. Will BEP still require this attachment on a monthly basis? All systems are currently operational and maintained in accordance with existing maintenance schedules. The Mitsubishi 9700 Series UPS (SN: UP9733A- D154SU-2) identified in PWS Section 5.1 is approximately 10 years old and may require maintenance services consistent with manufacturer recommendations for equipment of this age. Invoices may be submitted after completion of each preventive maintenance service, once the service has been performed and certified by the COR in accordance with the PWS. Yes. In accordance with PWS Section 1.5.1, the Monthly Workforce Report must be submitted each month. If no work was performed during the reporting period, the contractor may indicate “No work performed during this reporting period.” QUESTION GOVERNMENT RESPONSE 6. Can preventive maintenance for all UPS and battery systems be performed during the same visit rather than di(cid:431)erent months? Yes. Preventive maintenance services may be performed during a single scheduled visit, provided the contractor coordinates scheduling with the COR in advance and complies with access coordination requirements in PWS Section 5.2. 3 7. Pricing Schedule CLINs 0002, 1002, 2002, 3002 & 4002 – should we enter the billing rate or technician wage? 8. PWS 5.4 states battery replacement will be provided through a separate contract. Will BEP issue a separate contract to the incumbent or another supplier? O(cid:431)erors shall propose the contractor’s fully burdened hourly billing rate, not the wage paid to the technician. The rate should reflect the amount charged to the Government for emergency services under the applicable CLIN. Emergency service labor shall be billed based on actual hours performed and certified by the COR in accordance with PWS Section 5.3. As stated in PWS Section 5.4, battery replacements are not included under this requirement and will be procured through a separate contract vehicle. If battery replacement requirements are identified, the contractor shall provide an estimate and notify the COR. Under CLIN 0003 and its option CLINs, the contractor shall perform authorized corrective repairs and provide necessary materials, including OEM or COR-approved parts, required to restore the UPS system to operational condition, excluding battery replacement.
