The City of Muncie Community Development Department, on behalf of the Department of 
Public Works and Safety, is seeking bids for roof and gutter replacement at Tuhey Pool 
Bathhouse, located in Tuhey Park, just south of the intersection of W. North St. and N. Alameda 
Ave.in Muncie, IN. 
A bid packet, including federal requirements, instructions to bidders, sample contract, wage 
determination, specifications, and bid forms, will be available at: 
Muncie.in.gov > Departments > Community Development > Topics of Interest > Bids and RFPs > 
Tuhey Pool Roof and Gutter Replacement Bid Packet 
A MANDATORY pre-bid conference held on Monday, November 25, 2024 at 11:30 AM at Tuhey 
Pool Bathhouse in Tuhey Park.  Attendance is not required IF a representative of your firm was 
present at the 10/28/24 pre-bid conference.  This project will be subject to the Davis Bacon 
Wage Act.  General Decision Number IN20240002.  Winning bidders MUST NOT be debarred 
from federal work on the SAM.gov website prior to contract award.   
 
Bids over $50,000 must be accompanied by a bid bond or certified check in the amount of 5% 
of the bid amount.  
Bids must be submitted at the Office of the City Clerk, City Hall, 300 N. High St., Muncie, IN 
47305 by 8:45 AM on the bid opening date stated below, in a sealed, opaque envelope marked 
with the bidder’s name, address and telephone number and bearing the following caption:

Bid Opening Date: Wednesday, December 04, 2024 
 
Bid responses will be opened by the Board of Public Works and Safety on Wednesday, 
December 04, 2024 at 9:00 AM in City Hall Auditorium.  Bid responses may be held by the 
Board of Works for a period not to exceed sixty (60) days. No bidder may withdraw his/her bid 
for a period of sixty days after the date set for opening of bids. The Board of Works has the 
right to reject any and all bid responses. 
All communication regarding this bid, including any addenda issued, will be conducted by email
